I really only use the military research tech when there is a possibility of advancement, otherwise I just leave him recruiting troops. Thing like culture tech and the bonuses it provides are all based solely off your capital's cultural tech level, so using a councilor to spread cultural tech is worthless and a waste of his time. Doing this will increase your percentage chances of advancing in tech. If this is the case, then assign whatever councilor applies tho that tech group to research in your capital. If you look at the tech menu you'll see all the techs and some may even have a percentage next to them. They should only be used in your capital to help improve the chances of obtaining tech levels for free. However, outside of your demesne, and even your own capital, they are pretty bad at spreading tech.
